WI: T.L.O. v. New Jersey went the other way

In T.L.O. v. New Jersey, the Supreme Court ruled that a high school principle having searched a student's bag for drugs was legal because he had "reasonable suspicion" (while police outside of schools need "probable cause"). It's often been interpreted to mean that schools have dictatorial powers over students. If it weant the other way, would schools have less surveillance today? Would dress codes be more permissive? Would schools assign less homework?
