WI: Surviving Libyan Monarchy?

If Libya can keep its ties to the west, avoiding any military coups, it should be a happy, wealthy place. It has lots of advantages in the world: low population, lots of oil, close proximity to western markets (and maybe western tourism for "desert adventures"). All the money wasted on wars in Chad and supporting terrorism vould used to build infastructure (maybe a cool Sahara railway).

Chad would probably be a happier place too.

Power corrupts. I am quite sure that a surviving Libyan monarchy with any actual political power would find a different way to be bad than Gadhaffi and his Green Books, terrorist acts and IRA funding and recent descent into madness. I somehow imagine something like the Shahs of Iran, a corrupt US backed monarchy bloated on oil revenues with a nasty secret police force, later dealing with Islamic fundamentalist revolution, either of the 1970s variety or the more recent type.

Both seem plausible.

How would Womens Rights look like in Lybia in either situation? From what little I know, Gaddafi was/is rahter progressive in areas of female education, work positions, etc.
