WI Stolypin is never shot?

Suppose the 1911 assassination attempt of Pyotr Stolypin, the tsar's reform-minded yet tyrannical prime minister, were to fail. What might come of it? Where would Russia be during and after the war with such a strong figure in the civil government?

Stolypin had already resigned as Prime Minister by the time of his assassination. His resignation was in response to the Duma blocking further expansion of his agrarian program. Other signs also point to Stolypin being on the way out.

It's quite likely that had he not been shot, he would have disappeared from the political scene.
