Recruitment was generally speaking proportional to the population. As in, they conscripted everyone pretty much equally.

Not a chance, the US/UK would never step on Stalin's toes like that...Besides at this point Ukraine was quite loyal to the USSR. The parts that were most nationalistic, were the areas around Lvov Stalin that annexed from Poland in 1941.
