Speer was able to significantly improve German war production by centralizing authority under himself (there were as many as five "supreme authorities" directing war production before) and by fully putting the German economy on war footing, and get rid of blatant inefficiencies in production. What if he and others simply fail to do so, or do as much, due to the politics of Nazi germany? Let's say Hitler on whim personally decide to put less competent people in charge after Todt died (say Goering), or leave the German economy bitterly divided between different agencies.
