WI: Spanish Cape Colony and a Dutch Philippines?

So I had this spontaneous thought recently. From the Mid 17th century (as the Dutch established Cape Colony on 1652), what if the Dutch decided to exchange Cape Colony for the Philippines and the Spanish end getting Cape Colony?

If it did occur, how would Spain manage Cape Colony and and how would the Dutch manage the Philippines?

I'll go the easy way and point out Cape was extremely valuable as a fuelling station until the 1860's, nobody would willingly give it away. Plus the exchange wouldn't even benefit the Spanish, Philippines are much closer to the America's and to China

While technically not ASB, before the diamond and gold mines came into existence, the Cape was valuable as a way station on the way to the Indian Ocean. It was absolutely useless to Spain, which had no possessions or trade in the Indian Ocean.

Spain did trade with China, so Manila and the eponymous galleon were assets they wanted to hang on to.

Also, the Spanish empire was strong enough to ward off the Dutch. The trading stations they grabbed were mostly Portuguese.

Not to mention that the Spanish were, let us say, reluctant to let the Dutch take it either OTL. See the Battle of La Naval.

If the Dutch gains the Philippines, it would be favorable to the people of the Northern Philippines because the Javanese and Northern Sumatrans were their prehispanic allies and the prehispanic trade from Java to Ryukyu would be restored, the Visayans and the Kumintangs are the ones that will suffer..
