WI: Spain in control of phillipines 1899?

What if S-A war is avoided or less one sided, and spain is able to retain control of the Phillipines after the war? What does this mean once spain sells out to Germany (assuming they still do).

I am no expert in spanish history, but i've found asking questions and getting proven wrong on this website to be the best way to learn history; So is it plausible that Germany could come to control the Phillipines?

How would a "German East Indies" look and what would be the repercussions.

Most likely (if things are OTL-ish) that Japan/Britain grabs the Philippines after WWI.
 
I'm not sure Spain would sell the Philippines to Germany. They'd probably try to hold onto them for awhile until, if and when, the rebels win out when they would sell the remaining island territories to Germany. My bet would be on a nominally independent Philippine Republic that is firmly in the British and/or Japanese sphere of influence.
