WI: Soviets stand pat, don't launch Sputnik on Oct. 4, 1957?

The Soviets would basically figure, why wake up a sleeping giant?

And even though they were way behind the U.S. in nuclear deterrence--so much so that they didn't want to agree to any treaty which required tipping their poker hand--the Soviets were pulling ahead in the number of new scientists and engineers.

Awaking a sleeping giant? The one they are already in an arms race with an an ideological battle to see which side was more advanced and the future of mankind?
