WI:Soviet victory at Battle of Tutung and Battle of Dawan Cheng

What if the Soviets had crushed the ROC 36th Division and emboldened by their success the Soviets continue the invasion of Xinjiang and the conflict erupts into a full blown Sino-Soviet War in 1934?

How does the world react?

How would a Sino-Soviet War affect the industrialization of Russia?

What does the League of Nations say?

What does Japan think of all of this?

How will this change this change the struggle between the KMT and the Communists in China?

How does this affect the Soviet military?

Can he Soviets win?

I believe the League of Nations is pretty much defunct by '43, but I'm not knowledgeable enough to say much beyond that. In fact, I never knew these incidents occurred, so I've got some reading to do.

I don't think there is that much of a change; as the article indicates, the troops were there to help a Chinese warlord gain control of the region. What it does not indicate is that the warlord did gain control of it, and was a Soviet puppet for the next decade.
