WI: Soviet Union collapses in 2011

I had this a bit of odd idea, but let's say the Soviet Union lasts 20 years more and ends up collapsing in 2011? First off, how can you make the Soviet Union long laster up until the early 2010's and what is the result? What would our current state of the world be if it happened?
 
I don't see how this is doable since the Soviet economic decline was inevitable by the 1970s and the USSR couldn't adapt to stagflation thanks to the Communist nature of the economy. Gorbachev himself said that the best chance the USSR had to survive would have been to emulate China's path towards state capitalism. However he added that this wouldn't have been practical under the circumstances.

So the USSR lasting so long might be ASB. However, if it did collapse in 2011 Obama's popularity could receive a much-needed bounce and he may have bigger coattails in the 2012 House Elections. But a surviving USSR could create so many unknowable butterflies that Obama may never even become President in 2008.
 
Not too sure, but something that sounds realistic and makes the Soviet Union survive up into 2011. Your choice.

For those who have read The Sum of All Fears, the USSR exists as basically a rump 1980s Soviet Union sphere of influence. They've lost all their satellites, but they're still in control of the borders of the late 1980s, USSR, which could be interesting.

Just culturally, someone growing up in the 1990s, we gave Russia no thought. If a Soviet Union proper existed that probably would change things. For starters, the San Diego defense industry would probably continue to hum with no issues.
