WI: South Africa and Portugal Split Namibia

At the end of WW1 South Africa is given the majority of the German SouthWest Africa mandate, but the northern 160km go to Portugal.

This should cut the black population of Namibia in half, and put the entire Ovambo people in Portugese territory, while taking none of the mineral
wealth from South African control.

What impact will it have?

They did get Kionga, but I don't know if this particular deal was proposed.

Mandates had been divided between powers so that's not a deal killer.

So your proposed POD is following World War I? If so, then I'd suggest that the Lozi-dominated part of the Caprivi Strip be ceded to then-Northwestern Rhodesia.
 
That's right, the settlements that ended WW1.

As long as German Southwest Africa is already being divided in two, a division into three probable shouldn't be a problem.

There was quite a lot of concern amongst the non-Ovambo groups when SWAPO (which is Ovambo dominated) won the first election. There was discussion, but no real effort, amongst groups such as the Basters to go for UDI. If the split as proposed occurs then if the South got independence it would be be similar to Botswana in wealth and population. More likely that SA would try to annex the area, if done before WWII then it may succeed.

Portugal did request either a portion of German East Africa or West Africa to which the British responded just be glad that you get to keep you colonies. The Portuguese had won the right to keep the colonies by being one of the Allies.

Here it would of given the Portuguese government some sort moral loot. Although how Portugal was going to subjugate more people since they had just subjugated the last part of Angola in the late 1917.
