WI someone else creates Agia Sofia

Say that Justinian does not create Agia Sofia as the Nika riots become too much of problem and he just does not get the chance to create it. Which other Basileus would have the idea to create he pinnacle Church of the Orthodox religion. Or is it possible that Agia Irene would remain the only big Church and perhaps something else gets built in Agia Sofia's place

Probably your best bet would be the Macedonians (esp. Basil I or Leo VI), but the pre-Macedonian emperors during the late 700s/early 800s, when the mortal threat of Islam had (largely) passed but the Empire was still under quite some presusre, could have conceivably built Hagia Sophia as a way to calm God's anger at the Byzantines (sort of the same rationale that created the Blue Mosque).
 
I have always wondered what it would be like if it was built by the Komnenoi. But I would say Basil II would be a great choice also.
