WI some reconstruction governments survive?

While most of the deep south is eventually taken over by the redeemers in elections, The federal government draws the red line at coup attempts, so it restores and garrisons the legitimate governments of Louisiana, North Carolina, and Black dominated South Carolina. What are the implications of having a few enclaves of reconstruction survive?

Is it plausible for the reconstruction governments of Virginia and Missouri to survive as well?

Northern whites don't care enough about southern blacks to keep occupying the South. Here is the best case scenario and some other threads on the subject.

The best case scenario would be an ATL where segregation still occurs but it is more like the South African system of "homelands." Basically give Black Americans one or two states in the south in which due to size of the population (or the way the lines for the state are drawn) reconstruction can't be overturned. Having just one state government on their side for all of American History post the Civil War would do leaps and bounds better I think. Black Americans would always have at least two senators fighting for them on the Federal Level, have a few congressmen and thus actual representation in the American government.

Anything less in the time period is just a few shades better than OTL. Maybe a few more blacks move West or North and get the hell away from Jim Crow? When I read the book American Apartheid the author noted that what kept Jim Crow in the south from worsening was the fact that Black Americans could leave to the West and North. Maybe American's xenophobic tendencies kick in earlier in this ATL and as a result northern industry HAS to bring in more Southern Blacks forcing Northern society to better integrate them than OTL because they are needed as shift-managers and mid-level managers as well as the bulk of the factories workforces?

In such a timeline as the latter the Northern Ghettos would still suck for African Americans but having more educated and economically better off members might be enough to kick off an earlier civil rights movement in the 40s after WW2? Assuming that WW2 isn't butterflied of course.
