WI: Sir George Grey's South African union proposal goes through

Sir George Grey was governor of the british Cape Colony from 1854 to 1861. One of his notable opinions was that whites residing in both the Cape and the Boer Republics were vulnerable to "african savagery and attacks". He derised a plan to unify the Cape Colony and the Boer Republics into a single federation. However, Grey's plan was vetoed by the British Colonial Office, mainly after Grey decided to start negotiating the plan before the Office could respond.
But what if Grey's plan of union had been accepted?
What would South Africa look like and how would it develop from there on in?
How does this affect the wars against the Zulus, the Xhosa, the Matabeles, etc.?
