WI: Shirley Temple Instead of Ronald Reagan?

Now, we all know Shirley Temple did fill several diplomatic roles in OTL, including being the United States Ambassador to Ghana and Czechoslovakia, but I was interested by this little bit. According to the wiki:

Following her venture into television, Temple became active in the Republican Party in California, where, in 1967, she ran unsuccessfully for the United States House of Representatives in a special election to fill a vacant seat. She ran as a conservative and lost to liberal Republican Pete McCloskey, a staunch opponent of the Vietnam War.

So, say Mrs. Temple is elected to Congress as a strong conservative. Could she possibly become a conservative standard-bearer in this timeline, along the lines of Ronald Reagan, Jack Kemp, and Bill and Jim Buckley? Maybe even becoming President (assuming she still overcomes her breast cancer)?

Thoughts?
 
Assuming she is a conservative Congresswoman, I very much doubt that Temple-Black becomes President. She would need to become either Governor or Senator at some point, and then displace Reagan as leader of the conservative wing of the GOP. That's probably too much to ask with a POD in the late '60s. Nonetheless, Temple-Black could still be an effective Congresswoman and leader of the right in the House. Perhaps she becomes the female Kemp?
