WI: Secretary of State John Kerry (1997-2001)

Let's say that sometime in January 1995, Senator John Kerry of Massachusetts announces that he is not running for re-election in the United States Senate Election in Massachusetts of 1996. President Bill Clinton then nominates Kerry to replace Warren Christopher as his Secretary of State. How well would he do as Secretary of State in the late 1990s and early 2000s? As OTL, Vice President Al Gore loses against Texas Governor George W. Bush in the US Presidential Election of 2000. How would Kerry's tenure as Secretary of State serve him in the US Presidential Election of 2004? Would he still be able to win the nomination as a Former Secretary of State and not as a US Senator? Could he argue that Bush did not pursue diplomacy to its fullest extent and rushed to war against Iraq? I imagine that as Secretary of State he might adopt some anti-Iraq positions that his Primary opponents may use against him. Does he still pick John Edwards as his running mate, or does he pick someone else?
