WI Santa Domingo Annexed by the United States in 1870?

What if President Grant and Secretary of State Fisher had been a little more adroit in their handling of Congress, or perhaps Charles Sumner had a change of heart on the matter, and the treaty annexing Santa Domingo to the United States had been ratified in the Senate in 1870?

The Union gets its first plurality black state, but probably not right away. Hawaiian statehood was delayed, and so too would Domican. Also, would the state really be called Santo Domingo?
 
A very nice naval base at Samana Bay, Baez gets to be president for a little while longer, and the first black majority state.

The other thing is that the US is probably going to have a softer hand than Spain did and administer it more like a territory than a state at first while looking to integrate the people into the US slowly. There's probably going to be at least one revolt on the island (which depending on American actions may or may not succeed) which might be how Baez gets the boot.

I could personally see a number of freedmen going there to try and start anew which would help with the Americanization of the place. But I can't see statehood coming before 1885 at the earliest, more likely around 1890.

The Dominicans Revolt, Baez gets killed, the US has to decide if they want to commit the Dominican Genocide or null the offer.
 
State of Dominica abt 1910 combines both Haiti and DR. Cuba follows and perhaps other nations, most likely El Salvador, Nicaragua, and Honduras. This might lead to statehood for much of Central America and make *everyone* a bit more hesitant in dealing with American bankers

Why would this happen? No one in the Dominican side would stand for it and by then most Americans will be aware of the vast differences between the DR and Haiti.

Also, Dominica as a name isn't likely. More likely would be something like Santo Domingo or Quisqueya.

Another distinct possibility. Butterflies including Grant's defeat for reelection?

Possibly; I don't know enough on the US's history to comment.
