WI Santa Anna is never able to reestablish authoritarian control over Mexico?

At what point in time exactly we're talking here? Because mentioning Central America means we're talking even before the establishment of the Federal Republic.

Well, so are we talking on 1841? Since that year a Federalist coup was succesful in deposing the Centralist regime. The thing is, it was Santa Anna who led this coup, being promised to be back in power if he reinstated it; but once back in power, he backpedaled and reinstated Centralism.

Or would it be during the Mexican-American War when the Centralist regime was deposed again, but Santa Anna isn't asked to come back to lead the army unlike OTL when he did?

No, Texas (and Zacatecas) revolted when it was established for the first time (with Coahuila, Nuevo León, and Tamaulipas following suit a few years later). When it was reestablished in 1841, it was Tabasco and Yucatan who rebelled at that time.
