I assume he’s talking about short sighted thinking. No one would suggest that filling in the bay would reduce global emissions that drastically just because it’s just not that large a percentage of the population of the US, much less worldwide.

It’s clear there’s some paradigm differences on what constitutes quality of life here, but if we want to fight about development vs preservation and current effects on housing this is pretty clearly a chat topic.
That's actually exactly what I was doing. Using Climate Change as an example of what happens when all you focus on is short term "improvements" in the name of progress.
 
There is a fair bit of down town San Francisco that is already reclaimed land I believe while digging building foundations they have found ships from the gold rush era that had been re-purposed as accommodation, stores or saloons until they sunk and were covered over. The problem with earthquakes in newly reclaimed land in the bay would not be tsunamis but rather soil liquefaction were tremors turn solid land into something that behaves like a liquid allowing buildings to sink in to the earth or fall over.
