Suppose the world collectively shrugs its shoulders after Iraq invades Kuwait in 1990? Sanctions still happen and an American led military build up in the Persian Gulf, but negotiations drag out without an invasion until some sort of solution is negotiated involving Saddam getting the oil and some sort of face saving deal for the other interested parties.

This scenario assumes that Saudi Arabia is neither invaded by Iraq or hosts American forces, and the latter would produce butterflies, since American forces being on Saudi soil arguably had more consequences than the war.
