WI: Saddam Hussein accepts Bush's ultimatum and takes steps to avoid the invasion?

no invasion also means none of the huge expense involved, no sidetracking of our troops to Iraq... so what happens in Afghanistan? More funding, more troops?
More funding maybe, more troops probably not, logistics in the country are bad enough that supporting more troops there is tough. Though with just Afghanistan a more efficient troop rotation system can be used, so impact on readiness is much lower

I was thinking more along the lines of 'special forces not sidetracked, focused on Afghanistan'. Can't imagine that more regular line troops could have been shoehorned into there...

But since 1990 Russia had turned its back on Saddam, left him in the lurch. If memory serves, in 2003 there was talk of going to Spain.

Aznar was in favor of the Iraq War and a poll showed that 51% percent of Spanish supported the death penalty for Saddam. Thus neither the Spanish government nor the population would have allowed him there.

Abu Musab al-Zarqawi is quietly whisked away to Thailand, where he eventually finds the motivation to give the CIA information on the whereabouts of OBL, who is located and executed circa late October 2006 by SEAL Team 6.
