WI: Rwandan Genocide successful

70% of Tutsis were killed in the Rwandan Genocide. What if it was successful, with 100% being killed? Let's say the RPF fails to reach Kigali, and Hutu militias use their weapons.
 
Well, you'd have all the Tutsi either dead or driven out of the country, and a massively empowered, near-uncontrollable militia in the Interahamwe inevitably turning on itself. You'd also have the utterly insane Hutu Power ideology surviving, and given that radicals were controlling the country, you'd likely see Rwanda completely break down.
 
How will the Rwandan Genocide be remembered, as the worlds only successful genocide in living memory?
