WI: Russian Fully Deploys Missiles In Cuba In 1962?

Suppose Maj. Anderson's U-2 developed mechanical difficulties before it overflew the Soviet missiles sites under construction in Cuba on 14 Oct 1962? That was the last opportunity there was before weather would prevent their detection.

What would it mean for the world if the Soviet Union deployed forty nuclear warheads that could strike their targets in the Continental United States with thirty seconds warning?

Would they be used for international blackmail, or would the temptation to launch a first strike be too much for the Soviets?

Oh my God.

You reminded me of my crazy grandfather, who believes he's found the key to the end times through his study of the Books of Daniel and Revelations, which involve a world war three involving Scythians (Russia), Hittites, and some others. Can't remember the details but yeah....
 
The Cuban rebels in Spanish Cuba will destroy the nuclear warheads, and accuse Spain of bringing in foreign troops to suppress the revolts.
