WI: Romanian Ultimatum

In this scenario, in June 1937 Romania presents an ultimatum to Bulgaria. The terms are:

  • Bulgaria shall no longer be allowed to conduct itself on its own, and must submit every major policy decision to the Romanian leader for approval.
  • Bulgaia shall allow Romanian forces acces to its land, ports and airspace.
  • Bulgaria shall aid Romania in any conflict.
Romania states that refusal will be seen as a declaration of war.

How does Bulgaria respond?

The Balts agreed to similar conditions from the Soviets, but they were relatively speaking much weaker than the Bulgars.

Maybe some context? POD? Military goverment? Prince Mihai (or Carol, if we speaking about PODs), is assasinated in Southern Dobruja? Otherwise, it's completly ASB

How does Bulgaria respond?

Bulgaria gets closer to a German-Hungarian axis or the USSR. I think Stalin wanted Besarabia. So Romania is close to face a two front war.
 
What is Romania go to do with this? Bucharest was on good terms with Yugoslavia and Greece, in ordinary circumstances (ie not WW2) its coalition would have been more than able to prevent Bulgarian and Hungarian irredentism. Neither revisionist country was formidable enough to be a threat on its own, and even combined their chances of winning a war aren't very good.

It would be more advantageous to get Bulgaria to agree to population transfers in order to consolidate Romanian control over Southern Dobruja, and make the rest of the country more homogenous by sending Turks from Northern Dobruja to Bulgaria.

The Transylvanian Saxons and the Hungarian Transylvanians were islands in a Romanian sea, but Bulgarian and Ukrainian minorities near an international border provided an easy justification for irredentism against interwar Romania.
