WI: Romanian 'Apartheid' ?

Suppose there is either a different sort of leadership in communist Romania, or a much more authoritarian regime emerges post-revolution (think Vadim-Tudor on steroids) - could we see a situation where ethnic Roma people are stripped of their citizenship and encouraged and/or forced to relocate to one or more "independent countries", that's deliberately kept in poor condition and starved of resources by the central gov't ?

If so, where would that place be? Northern Brasov county and on the banks of the Danube south-east of Bucharest?
 
Given the Roma make up a small percent of the Romanian population and any Romanian nationalist government would not cede any Territory to them. Its far more likely for them just be dumped at the Hungarian border

Getting rid of Hungarians in Romania would be a serious problem. Look at the demographics of Szekely Land. It would require nothing short of the same genocidal methods which disposed of the Transylvanian Germans to "do something" about the Hungarians in Romania. Maybe in a Ceausescu-wank (where Ceausescu can actually make a Juche sort of state in Europe given his interest in Kim Il-sung's theories) the Romanians would end up "doing something" with their ethnic minorities before long.

The Roma I don't think would get deported to anywhere in particular. They'd probably be forcibly settled down in some certain urban area and subject to various restrictions on movement. No way would they get an "independent" country even in the South African sense. The Hungarians are a far bigger concern given the historic conflict between the two nations which re-emerged in the 80s--it's probably second to how Ceausism would handle the fall of the Soviet Union and the Moldova issue.
