WI Romania refuses to assent to the 1918 Treaty of Bucharest?

For reference.

Without a satisfactory conclusion to the war on the Eastern Front or safe access to the oil fields at Ploiesti, would Germany be forced to conclude the war earlier? If so, what would be the consequences of an early end to the Great War?

To be honest, as soon as Russia collapses, Romania is pretty much done for. They didn't really have any choice.

Technically, they didn't. The king basically did a Benny Hill routine when the Germans tried to make him ratify the Treaty, so it was never officially promulgated despite being signed by the provisional government.
