WI: RFK Appointed to JFK's Senate Seat

Let's say that President-elect John F. Kennedy nominated someone else to be Attorney General, instead of his younger brother, Robert F. Kennedy. Bobby Kennedy is then appointed to finish his brother's term in the United States Senate, instead of OTL's Ted Kennedy. How would this affect JFK's administration and RFK's aspirations for the Presidency? Would Ted Kennedy eye Massachusetts' other Senate seat, or would he run in a different state?
 
According to RFK Harvard roommate and JFK Chief Strategist Kenneth O'Donnell, Bobby Kennedy would not take the seat if appointed, that is why an old JFK Harvard roommate Ben Smith the former Mayor of Gloucester in order to keep the seat warm for Teddy Kennedy.

If not Attorney General, then RFK had wanted to run for Governor of Massachusetts in 1962. If he did take that path he would almost certainly win.

Of course, that means RFK isn't around to help his brother during the Cuban Missile Crisis. The effects of that are hard to calculate...
