Add in the development of percussion caps, you see the development of the breech-loader advance as technology reaches various levels. You can jump the development of various technologies, but will eventually reach a point where you need to advance the technology.

On the question of how will breech-loaders/repeating rifles in the 1740-80 period impact the culture, the steady development of skirmish tactics from the Revolutionary and Napoleonic periods will be moved forward several decades. Use of rifles as a standard military arm will also move forward a similar time period. The advance of frontiers in Asia, Africa and the Americas will be accelerated. The development of self-contained cartridges will advance. The cartridges may, or may not be metallic.

I would expect to see improved metal working tools and industrial machines developed to address problems found in mass production of the new weapons.
