WI: Qing unified their resources during the Boxer Rebellion

The forum placement is a little bit of a stretch but given the entire course of the Boxer Rebellion is 1899-1901 I posted it here. An earlier POD might be required to pull it off, even.

So, here's the basic thoughts:

  • During the Boxer Rebellion the nations of the Eight Nation Alliance did not fight the combined might of the Qing military with occasions of generals not taking action due to contradicting orders, and others deliberately undermining Peking. What if the Qing had managed to unify their resources prior to and during the rebellion? How would the course of the conflict be influenced, as well as the prelude to the Great War?
 
Problem same as IOTL: how do you convince people to follow the raving mad order? Fanatic Boxers and Muslims are easy to convince, but how to convince the governors and viceroies who just went "lol no"?
