Could their competition just be worse? Say a major earthquake in one and a coup in the other or something?Well, if Pyongyang is getting the Olympics you would have to assume that their economy is better than it is now as well as their human rights record.

I didn't give a year. Could be the 80s.Right now, glorious nations such as Uganda, El Salvador, Luxembourg, and Turkmenistan have higher GDP (PPP)'s than North Korea. They simply wouldn't be able to afford it. You'd have to avoid the fall of the Soviet Union (and Soviet aid to North Korea) to allow this to happen.
Maybe if the North Koreans don't take a break in Seoul after its capture, move into Pusan, and capture it before MacArthur can attack Inchon, a unified DPRK can host the Olympics sometime in the 1980s or 1990s.
But then the Olympics would be held in the DPRK capital of Seoul instead of the old temporary capital of Pyongyang!
The later scenario is more plausible in terms of having the Olympics held in Pyongyang.
