WI: Prussia keeps the full partition ?

That is not given. IOTL Poland was mostly Russia's problem, as 60% of Poles lived in Russian Empire when Austria and Prussia had only 20% of Poles each under their rule. Now Russia has practically no ethnically Polish areas inside its borders and may start to play Polish card against Prussia and Austria.
True, but Russia was an enthusiastic participant in the quelling of the Hungarians, offered to send troops to Belgium, and seemed quite willing to march all the way to Paris to overturn the 1848 revolution. Was this all because of Poland? Sure, Russia could turn the screws on Prussia in the late 19th and early 20th centuries, but at first I think Russia would be opposed to any inkling of Polish independence.
