WI: Prussia doesn't get Silesia

Let's say, for some reason, that the Silesian Wars either don't happen or Prussia loses them, and they don't get the wealthy region of Silesia.

How would European and German history unfold? With Prussia not having forced its way into the Great Power conversation by yanking Silesia from Habsburg hands, who takes their place in the equation for balance of power?

Silesia can get partitioned between Austria and Russia-Poland-Wettins, that is the original plan of the Wettins and Maria Theresa is okay with that rather than with Prussia.

would Poland get Upper Silesia?
Well that one of the plan of the Wettins to partition silesia with the Prussians getting Lower Silesia and Wettins getting Upper Silesia, that is most likely that will happen if Maria Theresa and the Wettins have a settlement regarding Silesia, since IOTL Vasas were given Opole.

I read that once the Wettins offered to help out if the Austrians regain the area if Vienna let them keep parts of northern Silesia so they were connected to Poland. The Austrian government refused, saying the Saxons should feel free to take Prussian territory to the north of it to connect them instead, despite how impractical it was. Anyways, would the land the Saxons get in your proposal be enough to connect Saxony and Poland?

That is the Wettins plan but the Wettins are able to agree in just getting Upper Silesia since that was the agreement between the Wettins and Frederick the Great IOTL...they would agree to that proposal if Maria Theresa did the same thing.
