WI: President Jay Rockefeller?

So I was reading on Wikipedia that Jay Rockefeller, the first and so far only Rockefeller Democrat, considered running for President in 1992. So what if he ran? Could he win, even just in the Democratic primaries? Could he win in the general election?

What would be Rockefeller's policies if he did win?
 
I was all excited over a Jay Rockafeller run back in '92. Would have voted for him in an instant. Awesome dude who told it like it was. As things happened, Jay never got into it and my early favorite, Paul Tsongas, was doing poorly. Happily voted for Clinton as Tsongas had all but withdrawn.

KInda liked Brown back then too. I read Hall and Rabushka's The Flat Tax on Brown's recommendation. Impressive book! Vast majority of families would pay lower taxes and get get refunds due to huge personal exemptions. Coorperae taxes would be MUCH HIGHER on average. Companies that plowed their revenues into growth might pay almost nothing, but profits and dividend payments would be taxed at a much higher rate than today. You put the money into building stuff and hiring people, you don't pay much tax. You take profits and pay dividends, OUCH!

Amd isn't that the problem today? Profits and dividends are high, investment is low. If big companies dumped all that money to actually DO something, the unemployment rate could be cut in half within a year. Maybe whoever the Rebublicans nominate in 2012 will be scary enough that the coorporations dump their money enough to tip things toward Obama.

Jay-Rock/Brown or Jay-Rock/Clinton would be a cool 92 ticket
