WI: President Humphrey

So, I'm curious what the consensus is about how a Humphrey presidency would go given how close the election was.
 
There is more progressive legislation certainly OSHA and the EPA. Republican opposition to the opening of relations with China. cChief Justice Arthur Goldberg, Associate Justices Archibald Cox. fFrank Johnson and Shirley Hoffstedder.
 
The filibuster becomes the Republicans' weapon of choice in judicial confirmations.

Political realignment, especially in the South, takes place earlier. Movement conservatives take over Republican Party organizations in numerous states.

The Republicans win big in the 1970 midterms.

Ronald Reagan,starting his second term as governor of California, is the heavy favorite to win the GOP nomination in 1972.

President Humphrey is challenged for re-nomination (by George McGovern, perhaps) over the military draft.

Not sure McGovern would've been willing to challenge him, especially if his commission never goes through. There's a chance he could've made a Humphrey cabinet, for one thing. The two were very close in the Senate. OTL '72 was a very different situation - it was an open field and Humphrey wasn't really expected to be a factor.

What other progressive levgislation would be introduced? Labor law reform?
