WI: Post-WW2 European Confederacy

What would it take for there to be some sort of outright Confederation of Europe (or part thereof) following WW2?

It'd need to be a formal political entity that's understood to be a confederation, not the vague political-economy legal entity that is the EU. Integrated monetary, foreign, banking, and defense policies are a must.

PoDs can be wartime or pre-war. The European Confederacy doesn't need to comprise the whole of the OTL EU, but the France-Germany-Benelux core is a must.
