WI: Portuguese Mexico

With a post 1600 pod, is there any way to get could Portugal to claim, then colonize the lands of Mexico instead of Brasil?

Can the answer include Portugal uniting the Iberian Peninsula under it's rule? This would automatically mean all of Spain's possessions would be technically Portugal's.

That seems the only logical way, considering how deep Spain's roots were in Mexico at this time. The Tordesilhas Line is another huge impediment in case Portugal even did want to grab the leftovers. But I guess if you count California as Mexico, it's plausible enough that Portugal could colonise the place. Why, though, I'd have no clue--they didn't even control the parts of Asia (Philippines) that would make it strategic to control California.
