In OTL, the Liberal Revolution of 1820 resulted in return of the monarchy to continental Portugal, and the formation of a constitutional monarchy.
What if the monarchy stayed in Rio de Janeiro, not taking the uprising seriously enough and/or more willing to risk the loss of Portugal than the loss of Brazil? And a new republic is formed in Portugal?
