If you allow me to over simplified it a little, when Louis XVI called the Estates General to discuss the money problems the third estate decided to discuss why they only had one vote even though they were the largest estate instead of the money issues. Why the king found out he disbanded the the estates because they were doing their job, then we get the Tennis Court Oath and the beginnings of the revolution.I see. I don't frankly see that system surviving the revolutionary era. At best, they would be reduced as ceremonial chambers at most or political roles, with another general assembly taking on the legislative role. Three votes is too little to satisfy any sector of the population.
