Now, it's 1945 and the Allied leadership have a cunning plan: All major surviving Axis surface combatants are turned for Soviet Navy. The idea is for them to soak up Soviet upkeep costs and prevent them to spend money to something actually useful.
So, Nagato, Conte di Cavour, Andrea Doria, Caio Duilio, Littorio and Vittorio Veneto are all turned for Soviet upkeep. As a result Soviets have a lot less manpower for smaller combatants, and the number of battleships is so large they may stay in commission as a result of sheer inertia post-Stalin.
