WI:Plane Crashes Into White House on January 13th,1982?

Alright, so I was looking through an old book of newpaper clippings, and I found one about a plane crash that took place on January 13th, 1982 in Washington DC, not to far from where the White House is. About 78 eople died in the crash. So, lets say things played out a little bit differently, and the plane ended up crashing into the White House. Now, I'm not sure if Ronald Reagan or anyone else in the Reagan Admin. would have been in the White House at the time. Nor am I sure how quickly they could evacuate it if anyone was. So we can play this senario two ways...

1) Reagan and other Admininstration officials are killed in the crash, though I'll leave it to you to figure out who they may be.

2) Reagan and other Administration officials either aren't their at the time, or they all survive.

Either way, what would be the aftermath of such a crash?

Reagan's diary entry for that day notes the crash, but doesn't mention his schedule. So if we assume he wasn't there, then he moves into Blair House (the guesthouse for foreign dignitaries) while the WH is rebuilt. If he is, then you go down the line of succession.
 
For one thing, the Air Force is likely to be touchy about aircraft flying over Washington for a while, particularly if the US gets a new President as a result.
