We all know Leopold II at this point, the king who brutalized the Congo to the point that Conrad was able to write Heart of Darkness.

So, according to this article, the man also tried to get his hands on the Philippines, alongside many others who had their eyes on these isles. What would have happened had he succeeded?
 
Minimum as brutal as the U.S. American invasion.

Worst case scenario? Millions dead.

I think the US invasion was a best case scenario and a scenario that definitely isn't going to play out under the Belgians. It also seems unlikely that the Catholic Church will lose political power under the Belgians like they did under the Americans. In the Congo the Church was the primary provider of both education and healthcare.
