WI: Philip to Austria and Ferdinand to Spain

What happens if OTL's Phillip II of Spain rules Austria after Emperor Charles V's death, and OTL's Ferdinand I of Austria goes to Spain to rule?
 
Ferdinand was actually raised in Spain while Philip was raised in the Burgundian bits, so there will be less resentment of Flemings coming over to Spain and taking over the government. Both lands will be less rebellious, since their monarch will be home-grown and the nobility and peasantry will have had plenty of time to 1) inveigle themselves into positions of influence; and 2) fawn over their boss. This is in the short term, naturally. Aside from that, maybe the Dutch Revolt peters out?
 
Does Ferdinand follow his brother's example? His eldest son is already king of Hungary and Bohemia at this point.

And who gets the Netherlands? I suppose Philip, being king consort of England and all. Dutch more integrated into Germany, less of a national identity.

This is the best that could happen to Spain to be honest.

Charles I/V was raised in Burgundy. Philip II was raised in Spain and his mother tongue was Spanish.

IIRC the electors made some sort of deal when Charles abdicated. They wouldn't accept Philip because they didn't want another emperor who spent more time outside the empire than in it. Also, with Ferdinand being married off to Anna Jagiellonika it made more sense to have Ferdinand succeed in the Empire, as his domains were directly adjacent to it. That said, a switch of heirs might need a relatively early POD, i.e. Ferdinand II of Aragon successfully names Ferdinand the heir to the Spanish domains; Charles marries Anna and Ferdinand marries Isabel; Charles appoints Ferdinand as viceroy in Spain rather than in Germany; Philip gets raised in Burgundy; etc.
 
Not to mention that Ferdinand had already been elected as king of the Romans in 1531. So he would have succeeded his brother as Holy Roman Emperor.

I agree, that the only way for this to happened, would have been the unlikely event Ferdinand of Habsburg manages to succeed the Spanish Catholic Kings.

In which case Charles would indeed have married Anna of Bohemia & Hungary. However Ferdinand might end up marrying someone else than Isabel ITTL.
