WI Peter the Great Abolished serfdom

I heard somewhere that Peter the Great wrote on his death bed that his biggest regret was not abolishing serfdom. What if he had lived a few years longer to do this or had done it during his reign?

if only a few years? would just end up reverting back.. it would take strong leadership and more then a few years to eliminate serfdom in russia
