WI/PC: Canal at Tehuantepec instead of Panama?

What if instead of building a canal in Panama, it was instead built at the Isthmus of Tehuantepec?

Although being 120 miles in width, it is mostly flat and thus avoids the complication of building locks.

Not only this, to aid construction, the following powers, USA, France, UK, Germany, Netherlands, Portugal, Spain & Belgium all finance it in equal shares so as to serve their Empires and keep it neutral with Mexico policing and governing the canal?

Would this be viable/ and would it work?

While the geography is less dramatic than Panama, and it's certainly not through some of the densest rainforect in the world, the "lowest highest point" of such a canal would have to be cut through Chivela Pass, at a height of 225 meters. Compared with the 110m for the Panama canal, it's not clear that this particularly helpful, especially since the Chivela Pass is fairly steep at the pass itself, so you'd still need locks.

Also...why would all of the powers agree to work together?
