WI: Paul Ilinsky becomes Tsar in the 1990s

From what I've read about him, Paul Ilinsky (https://en.wikipedia.org/wiki/Paul_Ilyinsky), three-time mayor of Palm Beach, Florida and a first cousin once removed of Nicholas II, was asked by a private delegation to return to Russia and claim the throne as tsar after the collapse of the Soviet Union. IOTL, he refused and died in 2004 aged 76, but if he had accepted, would he have had any chance of becoming Tsar Paul II of Russia?
 
Wasn't there several other even better claimants too. Might be bit difficult get their approve. And even support among common people for restoration of monarchy was and probably is still low.
