WI Paul doesnot appeals to Caesar?

After some troubles in the Temple of Jerusalem Apostle Paul was arrested by the Romans and was brought in front of Procurator Felix... Felix interrogated him but found nothing against Roman authority but being a greedy man he jailed him hoping that Paul would bribed him to be released...
After 2 years Felix was succeeded by Porcius Festus as Procurator and in a new interrogation by Festus and Herod Agrippa Paul appealed to be tried by Caesar in Rome and Festus reluctantly sent him there... Agrippa remarked that "If this man man hadnt appealed to Caesar he would be released right now"...
WI Paul doesnot appeals to Caesar and is not sent to Rome being released instead? How is that altering History? Any thoughts?

He seemed intent on going to Rome, perhaps not much would change. Other than butterflies of course.
 
Well Paul was in constant danger while in Jerusalem... Jews attempted to murder him twice while in Roman custody... My guess is that if Paul was released by Festus he would be the victim of an assassination rather quickly...

Well, if we are going be the biblical record Paul is pretty good at escaping tight spots and surviving stonings.
