Patrick Henry famously refused to serve as a delegate to the Constitutional Convention, saying that he
"smelled a rat". Later on, he became one of the most ferocious opponents of ratification of the Constitution, rallying the Anti-Federalist forces at the Virginia ratification convention and delivering one of the most famous Anti-Federalist speeches during the great national debate.

What might have been the impact had Henry agreed to go?

The bill of rights might have been included in the original constitution. I remember reading once that his speech that you are referencing actually inspired James Madison to start pushing for the bill of rights so if he had given a similar speech at the convention he may have gotten them included.
