WI Pale of Settlement included all non-Orthodox, or all non-Christians?

What if, instead of just Jews, the Russian 'Pale of Settlement' included all non-Orthodox, or all non-Christians?

It was already full of Jews and Catholics and Protestants. How do you expect Russia to move millions of Muslims out of Central Asia and the Caucasus? What about the shamans in Siberia and the Far East?

Well, longer-distance overland settlements and relocations have occurred in history, with less infrastructure.

I suppose only Muslims living in settlements could be relocated, at least for the first 20 years after the decree. And the Russians would probably let be the shamanists in the far north, since they don't really care about the land they live on.
 
The Russians had experienced enough nastiness trying the Caucasus Muslims as it was. Trying to forcibly resettle all of them closer to historical centres of the State?
Sounds sort of a stupid idea. At least, in the historical Pale, most Jews were already there. I am not aware of major resettlements because of this in Imperial times.
Now, that it is stupid might not stop a Tsar from trying. Will not end well.
