WI: Osama Bin Laden Was in Sudan On 9/11

Instead of giving into pressure to leave Sudan after the embassy bombings in Africa, what if Bin Laden stays and instead plans the after the 9/11 attacks here instead of Afghanistan. After the attacks instead of trying to provoke the US into invading Afghanistan, he simply hides out in the Sudan for a number of years. How do the Americans handle this situation and how does it affect the rising tensions between the ethnic populations of Sudan which leads to the Darfur crisis?

If they pressure (or kicked him) out in 1998, they might just catch him and turn him over to the US in 2001. Or at least tell the CIA where he is so commandos can take him out. Afterwards, they'd launch some big formal protest over their territory being violated. That would lead to demonstrations across the Mid-east, etc, etc. I think the regime in Kharkoum might see the move as the only way to stay in power.
