WI: Original 13 Colonies refuse to give up claims after the American Revolution

Suppose that instead of agreeing to use the territory to create new states, the original 13 colonies work out an arrangement whereby they keep the land for themselves and simply stretch west. What are the effects, however unlikely, of this arrangement? How does it effect interstate and regional differences? Will the Constitutional Convention still be possible?

All of them? I think you'd end up with shooting wars between rival states, which very nearly happened IOTL.
